HIRING OF OUTSOURCING OF PSYCHOLOGICAL EXAMINATION SERVICES FOR CLERICAL, TECHNICAL, SUPERVISORY AND

MANAGERIAL POSITIONS FOR 2019

 

 

To all Prospective Bidders:

This Supplemental / Bid Bulletin is issued to clarify, modify or amend items in the Bid Documents.

As discussed during the Pre-Bid Conference on 14 March 2019, this shall form part of the Bid documents:

 

CLARIFICATION ON THE SUBMISSION OF QUALITATIVE EVALUATION DOCUMENTS:

 

  • Test Battery Reports must be submitted in 4 separate levels: Clerical, Technical, Superivisory, and Managerial;
  • All four (4) battery results for Mental Ability (Intelligence Quotient), and Psychosocial Attributes (Emotional Quotient) must be equated to the Report Matrix as mentioned on the Terms of Reference (TOR) under Part C – Report Matrix of Methodology and Expected Ouputs;
  • Mental Ability (Intelligence Quotient) results must be distinct per level especially for Supervisory and Managerial level positions;
  • Competencies required for Technical, Supervisory, and Managerial must be distinct per level and can be related to the definition of competencies below:

Leadership Competencies:

Definition: The ability to build and maintain a network of reciprocal, high trust, synergistic working relationships within the organization and across government and relevant sectors. This involves the ability to successfully leverage and maximize the opportunites for strategic influencing within the organization and with external stakeholders.

Effectivenss in this competency area also includes a strong focus on developing people for current and future needs, managing talent, promoting the value of continuous learning and improvement.

Definition: The ability to create a high performing organizational culture that is purpose-driven, results-based, client-focused and team-oriented.

Items not mentioned above remain the same.

This Supplemental/Bid Bulletin is being issued to clarify/modify/amend the specifications of the requirement needed, and not for purposes of delaying the proceedings of RA 9184.
