To all Prospective Bidders:

This Supplemental / Bid Bulletin is issued to clarify, modify or amend, supplement items in the Bid Documents of the HIRING OF SERVICE PROVIDER / VIDEOGRAPHER FOR CHINA INTERNATIONAL IMPORT EXPO 2018. As discussed during the pre-bidding conference among the Bids and Awards Committee, the end-user, and the prospective bidders the following were the queries, questions, and clarifications:

 

Q: How do we incorporate the AR/VR video in the AVP?
Who will provide AR/VR video concept?
Is the AR/VR video in 360?

- The content will be c/o DOT so no need for the supplier to produce.

 

Q: How many video materials will be submitted?
In terms of dubbing and translation, is it separate on the two versions per AVP?

- Two (2) videos showcasing the Philippines-China relationship

The (2) two main videos above are basically the same but will differ in terms of dubbing and subtitle to cater to both Chinese and the international audience.

Q: What is the concept of the culminating AVP?

- One (1) central/culminating video - which will showcase the products and services of the country.

The Philippine government departments who are partnering for the project will provide video materials, so supplier will need to weave them together in one cohesive AVP.

Supplier, in consultation with CITEM, can suggest/recommend if reshooting some parts will be necessary. Cost of reshooting included in the package.

Q: Are there any general guidelines/restrictions on what not to show in the AVP?

- As a general guide, the AVP must not contain the following themes: political, religious, ethnic and/or any offensive content.

Q: Does the bidder/supplier need to be at the venue?

- The supplier may send a representative to the CIIE. The travel and accommodation expenses will be shouldered by the supplier.

Q: What documents are needed to prove length of service?
     What supporting documents will be submitted to evaluate the experience of the videographer/service provider?

- The supplier must have at least five (5) years length of experience as videographer. Kindly provide contracts/official receipts/supporting documents to prove that the supplier fully rendered the videography services to their clients.

- Kindly include portfolio by submitting actual video outputs (via e-mail or video-sharing platform or through thumb drive) of produced TVCs, motion graphics, music videos, marketing campaigns, etc.

Q: What are the additional requirements from the bidder in terms of experience?

- Engagement with government entities for videography services (directly hired or commissioned or indirect through other company but involved to supply the video requirements).

- Provide supporting documents such as contracts, official receipts, and the project output.

- Special note: the suppliers must have provided videography services to government agencies with promotion/marketing functions and the videos produced should have creative, design, tourism, cultural content or theme that was used for promotion or marketing of Philippine industries. 

Q: How will the requirements be submitted?

- For documentary requirements, kindly send them via e-mail and for demo reels/portfolio, send them through a downloadable/playable link or better, include it in a flash drive to be sent to the office.

Q: When is the submission of documents for qualitative evaluation?

- Submission of requirements for qualitative evaluation should be on or before 01 October 2018 at 12NN.

Q: Will bidders who will pass the qualitative evaluation be the only one who can qualify the financial quotation?

- Only those who will pass the qualitative evaluation shall be qualified to submit financial quotation.

- Financial quotation shall be submitted on 03 October 2018 at 11AM

- Opening of bids will take place on 03 October 2018 at 2PM.

PAYMENT

Payment timeline:

a. 15% - Upon presentation of the initial storyboard for the audio-visual presentation
b. 25% - Upon approval of the initial AVP concept
c. 50% - Upon submission of approved final output
d. 10% - Upon submission of terminal report

 

Items not mentioned above remain the same.

This Supplemental/Bid Bulletin is being issued to clarify/modify/amend/supplement the specifications of the requirement needed as stated in the Terms of Reference and not for purposes to delay the proceedings of RA 9184.
