In reference with the query raised during the pre-bidding conference held last 7 March 2019, the Procuring Entity subscribe to GPPB Non Policy Matter Opinion No. 120-2016 stating that DOLE Department Order runs counter to the provision of Section 31 of RA 9184 and its 2016 revised Implementing Rules and Regulations. |

This Supplemental/Bid Bulletin is being issued to clarify/modify/amend the specifications of the requirement needed, and not for purposes of delaying the proceedings of RA 9184.
