Center for International Trade Expositions and Missions (April 21, 2018)

The Center for International Trade Expositions and Missions (CITEM) would like to clarify the recent online report by Rappler about the Commission on Audit (COA) that refer to the purchase of certain IT equipment in 2017 Audit  Observation Memorandum (AOM).

To better fulfill its mandate in the increasingly competitive and connected global market, CITEM deemed it necessary to upgrade its IT equipment, as it has done in the past, to ensure fast, satisfactory and secure delivery of services to its stakeholders, especially towards the establishment of better communication systems and linkages to its international clientele (i.e. foreign buyers and counterparts).

The budget for the IT equipment was sourced from the Agency’s budget for Capital Expenditures that include Office and IT Equipment, Furniture and Fixtures duly appropriated in CITEM’s 2017 Corporate Operating Budget (COB), which was approved by the Department of Budget and Management (DBM).

CITEM exercised due diligence in purchasing these necessary gadgets since it followed the prescribed procurement process in line with government procurement guidelines.

The subject gadgets are also part of CITEM’s Information Systems Strategic Plan (ISSP), which was also duly approved by the Department of Information and Communications Technology (DICT).

In their 2017 Annual Audit Report on CITEM’s Financial Statements, COA rendered an unqualified/unmodified opinion rating–the highest rating an agency could receive.

An unqualified opinion signifies that an independent auditor has determined that an agency/company’s financial records and statements are fairly and appropriately presented in accordance with Generally Accepted Accounting Principles (GAAP), in all material aspects.

During the exit conference with COA, CITEM was also able to explain the objective/s of purchasing the list of IT equipment and COA took the explanation in a positive way.

We believe we owe this clarification to the public, especially the local companies, partner agencies, and stakeholders, who supported us and has continued to trust us in the performance of our mandate of export promotion.
